CLARITY FROM DAY ONE
CUSTOMS & DOCUMENTS
Monaco is not an EU member state, but it has been in a full customs union with France since 1963, and has no customs border of its own. Your household goods are cleared through French Douane (Direction Générale des Douanes et Droits Indirects, DGDDI), using the same process as a move to mainland France, and any dutiable goods are assessed at the French standard VAT rate of 20%.
Because Monaco sits inside the French customs and VAT territory, the relief you need is France's own transfert de résidence relief, filed on the standard French customs declaration (Cerfa n°10070) by our licensed customs agent. It allows you to import your used household goods without paying import duty or the 20% French VAT, provided you qualify: you must be genuinely relocating your main residence to Monaco, you must have lived outside the EU for at least 12 consecutive months, and each item must have been owned and used by you for at least 6 months. You will also need to show you are established as a Monaco resident, or are actively in the process of obtaining your carte de séjour.
Clearance time: 1 to 3 working days with correct documentation in place
If documentation is incomplete or the 12-month non-EU residency requirement cannot be demonstrated, French customs will assess your household goods for import duty and VAT at 20% before they are released into Monaco. On the value of goods typically moved to Monaco, this can amount to a significant sum.
Because Monaco moves are cleared as part of French customs territory, the same standards apply as a move to France: box contents must be described specifically, not as generic 'personal belongings'. High-value items such as art, jewellery and watches should be professionally valued for both customs and insurance purposes before departure.
We work with licensed customs agents registered with French Douane (DGDDI), since Monaco has no separate customs authority of its own and goods are cleared as part of the French customs territory before onward delivery into the Principality. Your goods do not cross into Monaco without a qualified agent managing the French declaration on your behalf.
